Loop markers, playlist export, tag browsing, and public-crate share previews

Organization week. Four things that make the app easier to live in: ▸ Loop markers ride on top of community notes. Write a range like 1:20-1:47 and the note renders a ▶ LOOP pill — tap it to loop that window until you stop. Same syntax as timestamps, just a range. ▸ Playlists reorder with up/down arrows (optimistic, retries on fail) and export to CSV / M3U / JSON. ▸ Every topic tag has its own feed at /community/t/<slug> with its own canonical URL and share card. Tag chips on post cards are clickable now. ▸ Public crate share links finally render proper social previews with the crate name, track count, and first track's cover art. Also shipped: follow notifications fire correctly (they were silently dropping for weeks), /api/stats is cached for 30min so the bell stops hammering the database, rate limits extended across the whole public API, and community notes now match the personal-notes visual language.
